UGANDA AGENDA 2021


KIWANUKA KITUUKA UGANDA AGENDA 2021



This Agenda is to be based on:
UNITY OF UGANDANS IN A FEDERATED ARRANGEMENT IN AN ASSOCIATION ARRANGEMENT WITH ALL CATEGORIES OF WORKERS INCLUSIVE WITH THE INCORPORATION OF COMMUNITY DRIVEN INITIATIVES AS ITS PILLARS. 

The idea is to unite Ugandans as workers who are aiming at making decent lives.  This is against the background that majority of Uganda workers are less productive, with reasons among others: the bad and un-conducive political climate; poor and unworthy returns to work; poor training; lack of skills and motivation and the loss of hope given the prevailing political circumstances.

Uganda has degenerated to where it is due to:
1.      Corruption which has become institutionalized and continues to eat away the resources that would boost the economic pillars or growth and eventual development;
2.      The patronage by the Museveni NRM Government, where resources that would go to the betterment of the welfare of the masses go into benefitting a handful as well as into administrative expenditures which are not directly productive;
3.      The Museveni Government policies that have failed to boost the agricultural sector on which the biggest part of the population directly as well as indirectly depends;
4.      Poor training of manpower later on motivation of workers which leads to brain drain and poor productivity of those in employment more so by Government;
5.      The lack of proper monitoring of resources both tax revenues and the donor driven programmes.  The Auditor General has excelled at reporting the loss of funds instead of having his office intervene to avoid this loss;
6.      The sub- division of the country into over 100 districts has simply rewarded the politicians at the expense of service delivery, hence the would be community initiatives are not facilitated yet these would be so beneficial in the development of the people. 

Kiwanuka Kituuka is coming up with the initiative off Uganda Agenda 2021 following the frustration he has suffered under the Museveni Government twice; that is in 2010 and 2014 & 2015 when fundraising efforts made have been frustrated by the Government intervention such that NO funds have come directly to him after the appeals.   He would be one of the contesting Presidential candidates for 2016 if it were not for the Museveni Government machinery intervention.

He would like to start mobilization of the people of Uganda under a well-organized arrangement in an Association (which will give each one opportunity to remain within his/her political party), but work to see transition of the country into a better governed undertaking with the objectives as stability in a Federated arrangement with all workers productive to see to better wealth creation hence strategies to see to employment generation starting with a boost to the agricultural sector which is the main stay of the economy, and without whose boost, poverty alleviation remains a dream.    

By the 5th year from now November 2015, we should be having workers in Uganda who appreciate that they can be the pillars of a better organized Government that may be elected in 2021, and that they could be the pillars o that Government without having to move from their political parties. We would like to see Uganda get to evolve into an International Business Hub, which is impossible under the current Governance or a non-properly thought out alternative. We should then aim at a Uganda that will:

                    Make strides to become a leading tourist destination in the world;

       ii.            Become an enhanced investment destination after harmonization of utility costs to suit competitive business undertakings, not forgetting the availability of skilled, semi – skilled, unskilled labour, the availability of the land resource to mention a few;

      iii.            Attract innovations and scientific skills;

    iv.            Evolve into an Education Hub that will welcome all knowledge seekers and givers;
      v.            Become a growing real and potential market for goods and services;

    vi.            Increase production levels, productivity and variety will boost the export market and hence benefit investors that will be involved;

   vii.            Boost enterprises in financial services hence make a big kill as the country has about 62% of the population unserved by any kind of financial institution.  Uganda suffers from a low saving rate, low levels of lending, all of which will be taped into by potential investors who will take advantage of the incentives created.

 viii.            End up with good climatic conditions as well as a politically stable environment anticipated due to consensus which will rule in decision making, all within a liberalized economic set up awaits all to take advantage of.  

GIVEN THE FRUSTRATION OF MAJORITY O UGANDANS, THE PRAYER IS THAT INTERNATIONAL SUPPORT WILL BE REALIZED TO SEE UGANDA AGENDA 2021 A REALITY.

PROJECTED ACTIVITIES
BACKGROUND
The projected activities indicated below will be the centre of focus of this organization, and when funding to see them off is realized, and spread out throughout the country, then the people will be incorporated into an infrastructure that will be to see to promotion of better governance and improved livelihood across the board.  And, when the political aspect is eventually focused on at the right time, the participants will be integrated into the structures for the ideal and desired governance that should see Uganda change for the better for all.

Reach out to professional categories of workers, that is: Teachers, Health workers, Social workers, to mention a few.
     i.        Organize seminars to discuss the ethics aspects of the various work categories and how they can cope.
   ii.        Organize workshops on how to improve on income by incorporating alternative income generating aspects.
 iii.        Discussion forums on how to improve/upgrade the professionalism of these workers.

Mobilize the peasant farmers for better focused production.
     i.        Get Agricultural Extension workers facilitated to reach-out to peasant farmers focusing on the potential (agriculturally) of each locality.  Where possible, open Demonstration farms, so that farmers can copy /duplicate innovations as practiced on the demonstration.
   ii.        Establish schemes through which peasant farmers can be helped with plant materials and farm implements and pesticides on credit.
 iii.        Helping with monitoring quality of Agricultural produce handling and storage.
  iv.        Help with markets’ identification and collective marketing.

Mobilize those without skills (women/youth) and help them in skill training.
     i.        Identify women, youth who have no skills for income generation;
   ii.        Design ideal training modalities in vocational skills for those without skill;
 iii.        When possible help with tools to start work on credit.

Identify categories of people in need of Social Workers’ attention.
     i.        Identify needy people more so children and see how to support them for a living and eventual working life under community arrangement.
   ii.        Identify the elderly with need for support and then design strategies to better their lives.
 iii.        Identify all with need for socio – support including those who are terminally sick.

Promotion of networking locally and internationally.
     i.        Publicity of the organization objectives.
   ii.        Resource mobilization to be able to implement the projected activities.
 iii.        Slowly open branches of the organization as capacity is realized.

MY CHANCES TO STAND FOR PRESIDENT HAVE BEEN FRUSTRATED BY THE NRM GOVERNMENT.



Eight months ago, I came up with the decision to stand for President of Uganda in 2016 given my conviction that I could fund raise using the Internet facility and my creativeness as well as innovation abilities.  Indeed I got it wrong as the machinery I was to use is wholly in the hands of the NRM Government.  To date, I believe I have sent out about 3,000 appeals internationally.  However, when I last contacted Barclays Bank, the reply I got was as follows:

Dear Mr. Kituuka,
We greatly apologise for the delay in response to your email.
We have checked with our EFT system and there is no evidence that funds were ever remitted to your account.
However, it is impossible to check further because more information would be required. Information like the amounts, currency, mode of transfer and the remitter.  If you can get the remitter to provide this information, we will be happy to check further.

I made a mistake to have used the above strategy; however, mistakes are to humans.  This was the second time I was fund raising for the big office.  The 1st time was in 2010 when not less than 4 of my emails collapsed/ceased to exist.  One of the formats of my appeals was as indicated on the link below:


And, surprisingly, my communication to a certain Mr Ishaq Sentongo who was responsible in Cairo International bank did not receive any response and the same was the case with Bank of Uganda then (2010) and even this time around (2015).

I believe a number of Government organs and Ministries are involved in blocking the funding.  These among others include: Bank of Uganda, Ministry of Finance, President’s Office, Uganda Communications’ Commission to mention a few.  

I needed at least shs 60bn or US $24m to show Ugandans a different approach to campaigns and get to convince them to support my bid.  I had no worry contesting with President Museveni given my strategies and it looks like my chances to contest have run out.

I thank God who gave me the determination to wish to contest, 2ndly, the ability to be able to communicate to the whole world about the plight of Ugandans and what I see as the strategies that could help the situation.

By October 2014, I had seen that the way to go was to unite Ugandans as a leader given the way party politics has divided the people and the loss of hope for any better future given the governance of the NRM Government.  I was able to tell Ugandans and the international community that given the number of political parties in existence, there was no certainty that any single party could make 50% in the Presidential vote, so, the way forward is to join hands.  And, that running for President is an expensive undertaking such that other parties apart from the NRM – O have no ability of easily raising the substantial amount necessary to be influential enough and manage the logistics for President Single handed.

I thank all who may have fund raised for my bid in 2010 and this time round.  I am most grateful to their sacrifice and support, though the Government of Uganda knows where the resources were/have been put.

To those involved in this game of confiscating such resources, I pray to the Almighty God to see what is worthy for their destiny in life.

KIWANUKA KITUUKA'S APPEAL FOR FINANCIAL SUPPORT FOR PRESIDENT OF UGANDA 2016






Dear Good Samaritans,

I am convinced that, “It always seems impossible until it is done.”  This is the drive I have as I target the Chair of President of Uganda in the 2016 elections.  My appeal goes to Ugandans and all of good will from the international community (Good Samaritans) who wish Uganda and its people well and eye to do prosperous business in or with Uganda in a sustainable way.

The budget I have to successfully run my campaign strategy for President of Uganda is USD 24,000,000.  I need to realize 60% of the budget sum within March – August 2015 inclusive, and the balance of 40% to support activities from September 2015 to May 2016.

Whoever supports this appeal will benefit in that if I am voted President of Uganda, the country will get to evolve into an International Business Hub in that:
  1. It will make strides to become a leading tourist destination in the world;

The appeal being made to you to support Kiwanuka Kituuka’s bid for the Presidency of Uganda in 2016 requires substantial amount of money, but a necessary strategy given Uganda’s situation and the level of impoverishment of the people which can be reversed.

Contesting for Presidency is expensive.  There are not less than 21,000 Polling Stations countrywide, and at each station a candidate needs  2 representatives, if each is given shs 50,000 to cover his expenses for that day, this comes to shs 2.1bn. Assuming 50 posters to be placed in each  village; there are 37,000 villages in Uganda, not less than shs 3.7bn is needed on this item, hence, when I get my budget (including my new strategy to see President Museveni to retirement), USD 24,000,000 is what is needed.

Kiwanuka Kituuka promises to turn around Uganda if voted President in 2016.  His success however will greatly depend on the support given financially from local and foreign sources.

Alternatively, funds can be channeled through any Foreign Embassy or High Commission that is represented in Uganda or a reputable organization.  However, when such funding is sent, it is utmost important to find out whether I received it, if not, then a follow up should be made to recover the same.

PROJECTED ACTIVITY SCHEDULE PLANNING AS KIWANUKA KITUUKA PREPARES TO CONTEST IN THE 2016 PRESIDENTIAL RACE

The Objective:

To strategically participate in the forthcoming Presidential race in Uganda in 2016 and induce the long awaited positive change in the country’s top leadership by reaching out to the masses more so the deprived, explain to them the situation and what has caused it, and outline to them the measures through which we can jointly as change agents take to cause the change that will see Uganda get started on the road to the Promised Land as was foreseen by Winston Churchill. 

Churchill is one of the big personalities in Uganda’s past, and these were the prophetic words he pronounced over 100 years ago:  “The kingdom of Uganda is a fairy-tale. You climb up … and at the end there is a wonderful new world. The scenery is different, the vegetation is different, the climate is different, and, most of all, the people are different from anything elsewhere to be seen in the whole range of Africa ... I say: ‘Concentrate on Uganda’. For magnificence, for variety of form and colour, for profusion of brilliant life - bird, insect, reptile, beast - for vast scale -- Uganda is truly the pearl of Africa.”

Unfortunately, bad politics is ruining this scenery, and that is what we want to re-invent.
